Rules: a rule of the game has not been respected
Detailed description
• Which part of the rules was not respected by the BGA adaptation
I am playing Table #406872504, Move #213. It is the 4th (final) round, and I want to place steam pumps in an area in which no mine has yet been placed. I click on the steam pump icon in the table, and little yellow squares appear around water cubes in developed mines (and I know I can place pumps in those places), but nothing happens when I click on an area which does not yet have a mine (but does have a [disclosed to me by peeking] number of water cubes). According to the rules, I should be able to place steam pumps in such an area . . . ?• Is the rules violation visible on game replay? If yes, at which move number?
move # 213• What is your browser?

31. Aug 2024 0:29 • It is not a bug. According to the rule book, p9, "for each piece taken as part of one group, you may remove 1 water cube from any area,".
It is a main game concept that water CUBES can only ever appear in developed mines, therefore a pump can only remove existing water from existing mines. This is different from the "negative water" (drainage) tokens that can appear in undeveloped areas from trains, adits or ships, but those are explicitly mentioned such as "If an area does not yet have a mine, place 1 drainage token instead." (Adit, p9)
The rules explicitely tell that unused pumps cannot be stored for later, they are lost.
So it is definitiely not possible to place a pump on an area without a mine, nor placing drainage tokens with pumps.
