Detailed description
• Which part of the rules was not respected by the BGA adaptation
According to the last rule on page 21:
"When a player runs out of Supply cubes, and an effect converts Supply cubes to something else, the player may instead use Population cubes for some or all of the missing quantities or just pass on that effect."• Is the rules violation visible on game replay? If yes, at which move number?

I specifically tested this with hotseat.
I tried it multiple times, but the first time is move 88 - I am using Android Armada with no supplies, but I have available population, but the ship building action is skipped.

Move 152:
I researched Capital Ship. One resource cube should immediately convert to a ship and then I can jump. There were no cubes available but I had population available. Game should have given me the option to use a population cube to create that ship. Instead the game only allowed me to jump.

This breaks most tier 4 technologies if you have a way to research them without spending population, and if you've removed all cubes from your board prior. Many tier 4 technologies ask that you create things from cubes, and will assume you have cubes on your mat because the standard cost of a tier 4 is to sacrifice two population.
