This looks to be a display bug only - it does highlight guardian's at a site occupied by another player, but actually trying to then move it in the second step gives the "You did not select a valid guardian" message so no shenanigans actually possible.

I cancelled my move and didn't apply this bonus. I've tried to select a site with a guardian and an unoccupied site but it doesn't work
