The number of dice is set by the first player of each round. During their turn, the other players must respect this constraint. But the texts says it differently:
"${you} can roll up to ${NUMBEROFDICE} dice ${NUMBEROFROLLS} times or play Gadget"
I think you should move the "up to" part, so it reads like: "${you} can roll ${NUMBEROFDICE} dice up to ${NUMBEROFROLLS} times or play Gadget"• What is your browser?

"Starting with the active agent, each player rolls their dice, one after the other, in a clockwise direction. The active agent decides how many dice (minimum 2, maximum 5) will be rolled during the round. During their turn, the other players must respect this constraint", so the number of dice is fixed to exactly that number. The rule does not say you may role UP to that number of dice.
Whereas:
"After their first roll, the active agent can choose to stop or re-roll one or more of their dice. They may roll heir dice up to three times. During their turn, the other players must also respect this maximum number of rolls", so the number of rolls may vary, but with a MAXIMUM set by the active player.
As given in the example:
"For example, if the active agent rolled 4 dice two times, then the following players must roll 4 dice and make a maximum of 2 rolls."
And the French rules (which I think are the original rules) say the same.
