A tournament is always a good time to remind players: while the BGA "concede" button is disabled during tournaments, the Hex-specific "resign" button is not disabled. You find it in the menu marked "⋯" (and not the one marked "≡"). Feel free to tell your opponents this too, if they are playing bogus moves instead of resigning. They probably don't know.
