I guess if you plan to let players draw multiples challenge cards ( boardgamearena.com/bug?id=91158 ), this will became much more a problem for solo games.
Another suggestion would be to remove the starting 'community in crisis' on solo when this scenario happens so that it becomes more of a 'prevent any community in crisis' scenario, because that might be interesting to play.
Let the publisher know to issue an errata. We will no unilaterally change the game without a rules reference. The BGA implementation follows the rules as written.

We cycled through the deck multiple times trying to find (e.g.) Inclusive Immigration and never saw it. So I think this is actually impossible.
