At the start of turn I played the helper Wagoner via a rooftile.
The game then did not let me activate it.

I have the same issue, but I did not use a roof tile. As others have noted, using a trade commodity to play this card as a helper has the same issue. I should be able to use this card immediately, but it does not activate no matter what combination of extra deliveries I purchase. Using the "anytime action" after the card is played does not allow it to be selected either.

Another point for this issue is on another request, but someone noted that being able to hold this card back and play it at the last moment before purchasing extra deliveries could be for strategic purposes, either to withhold info on purpose or that strategy may change based on what others do during the free deliveries.
