Detailed description
• Which part of the rules was not respected by the BGA adaptation

When the active player initiates an auction, they must
either play one of their own survey cards as normal
regardless of whether the auction is contested or not, or
draw and play a survey card.
If playing a card from your hand and the tile is face
down, you may choose to peek at the tile, but you must still bid.• Is the rules violation visible on game replay? If yes, at which move number?

Selected face-down tile in Area A.
Located between the two faced up tiles and the two mines (one from each player), it's the area that is next to the Development board corner edge.
I have 17 money and a Survey Card-A (-2 Blue cubes) and have 3 spaces available on the Work Track.
Game did not give me the Peek option, nor will it allow me to play my Survey Card,
Game forces initial bid to select [Bid a drawing card]
I will leave game at this state so you can see.

Move #68 (not 80, I went back into the game to take a look again)
at the time I entered the Bug report the game showed 80, probably because the game tracked each time, I tried my move.

Possible Bug issue:
1) Opponent has ZERO money?
2) Face-Down tile has MINER on it?

As per rulebook, page 6:
As the active player, you may play a survey card before you make your opening bid, but only if all of following are true:
- the area tile is face down
- the card matches the tile's region or is a wild card
- at least one other player can partecipate in the auction
As you said, your opponent had zero money, so item 3 was false and therefore play survey card was not possible. Hence... not a bug

I received you Email this morning, so sooner did I read it, that happened to me.

I was unable to participate, yet my opponent selected a mine and won by default for 2.
