BGG says with Osaka upgrade, one can get anther key while reaching position 17 in Beijing-Baotou route, but it does not happen in BGA.

Game in progress, when I move onto the space I do not gain the key, but I do gain the moving 2 gold forward.
Refreshing dis not solve the problem.
I tried it multiple times (without confirming the turn as it is not needed to see if I gain the benefit or not)
