A card just played during a settle phase cannot be used to defend against a takeover attempt in the same settle phase.• Is the rules violation visible on game replay? If yes, at which move number?

20. Jan 2021 16:36 • During second takeover attempt of Avian Uplift Race (Move 61) the other player used an ability from a card just played (Primitive Rebel World) to boost their military to prevent the takeover (world from being destroyed).

It cost me the game too :(
At turn 65, the other player played a military world on the same settle action as I attempted a take over. Their new world gave them one more military when it should not have.
