I like the way that card actions are performed in "7 Wonders", where pointing to a card causes options to display. It's a way to select both the Card and the Action in one click.
Just mentioning it because this could help in Cosmos: Empires, too. For example, one button could say "Build $7", and the other could say "Recycle, gain $2" -
