#74188: "Toxin forced survival card discard not placed in the discards"

A player was caught by Toxin on the first turn and forced to discard a survival card. They discarded Hologram. It did not go into the discards. We wondered if it had gone back into the deck but when we got to zero cards in the survival card deck (move 252) no player had drawn it and it was still not in the discards. (I've gone through the replays for each player to confirm no-one had it) It's like it had disappeared from the game. Is this a bug that occurs all the time with Toxin, or just when it happens before any other survival card has been played and the discard pile created? Either way please fix this!

Yes. see moves 23 where it does not go into the discards and 252ff where the available survival card deck has reached 0 and no player has drawn hologram.
