#67620: "Could not play survey card on tile that has been peeked between rounds"

Detailed description
-
• Which part of the rules was not respected by the BGA adaptation
A player wanted to play a survey card on a tile that was face down, but he had peeked at it so it had his marker on it. The game would not let him do so. The rules state that you can play a survey card ahead of time if:
• the area tile is face down
• the card matches the tile’s region or is a wild card
• at least one other player can participate in the auction
These were all true. -
• Is the rules violation visible on game replay? If yes, at which move number?

I'm trying to play a survey card on a field I've peeked at the end of the previous turn (~move #98), but can't.
As per rulebook, page 6:
As the active player, you may play a survey card before you make your opening bid, but only if all of following are true:
- the area tile is face down
- the card matches the tile's region or is a wild card
- at least one other player can partecipate in the auction
Are all the 3 options above true? Maybe your opponent had zero money and cannot join the bid (I had a false bug about this).
Please check and let me know.
