You can either increase the number of dice with the called eyes.
(In examples first number is the amount of dice; second number is the eye's on a die)
so if some1 bids 2-2 then you can go and pick 3-2 4-2 5-2 up to 36-2 when playing with a full table and no1 lost a die yet.
OR
You can change the amount of eyes on a die but in this case you need to keep the currend amount of dice bid.
so if you have 2-2 then you can say 2-3 2-4 2-5 2-6.
Thus when reading your bug i can tell you its not a bug, its just the rules.
You said your precessor bid 3-2. So that means you can either continue to increase the number of dice with the same amount of eyes, or that you change the amount of eyes on the die but keep the amount of dice with the newly called eyes the same.
so from 3-2 to 4-2 5-2 10-2 etc, or from 3-2 to 3-3, 3-4, 3-5, 3-6.
You said that you think its a bug due to the linked rules. But this is how you play it correctly (a friend of mine owns the game, with rule booklet!) so rather the linked rules are not correct or missing some lines. Or i did not understand your bug report correctly.
