"When all your sheep are blocked, you no longer continue playing. The game ends when no player can move."
But the BGA implementation does not allow this in two-player games where only one player is able to move. In those cases, the remaining player should be able to make any number of moves to spread his remaining sheep, according to the rules as stated above. -

The game is ended after move 36 by red player. Red player should be allowed to make two more moves to spread the stack of three sheep in the upper left corner of the board. Then red player would also be unable to move, and the game should end.
