at this point Skip Buy is a prompted option (okay)
Place Locomotive-6 in place of 1 on Beijing-Baotou
(now combined value is 8 unlocking remove site token per rules)
Expected: locomotive is simply returned or option to remove site token is available (not clear from rules what is allowed) Skip Buy should no longer be a prompted option
Actual: prompted to Skip Buy or Return locomotive as Factory
