The publisher has decided not to go forward with this. I agree that it's a bit more strategic, but it's also a fairly heavy lift from a development perspective.
I'll leave this open anyway, both to catch the eyes of anyone else who'd ask for it and just in case someone talks Rio Grande into it.

There is no interest in implementing this on BGA at this time. If you like the game, we encourage you to buy a copy of the physical game.
