I personnally drew 18 of them over the 4 turns, and I know the other player got about 6 of them too.
I kept on drawing 4 rafts each turn.
I notice that the number of cards indicated left to draw never got under 56. -

Report history
That's why the deck card count never goes under 56 with two players and why you can draw multiple times the same cards as they are not removed to go in a discard (and this is also one of the reasons why it's better to play Elfenland with at least 4 players to get more entropy).
So yes, you drew lots of rafts on this game, and on another game you might not draw any. That's the definition of 'random' ;)
