I activated the Wainwright tile on Shadowspawn4884 player area which was supposed to give me 4 transport action (which I had planned out perfectly so I could then preform the 2 upgrades that comes with it), but it only let me transport 3 times and then went on to the upgrade action. without letting me move a 4th resource , then I couldn't upgrade the tile I wanted to because it didn't have the resource on it.. If you go to move #303 you can see in action replay area of the game it only let me move 3 times.
