Rules page 17: If players are tied for 1st place, they each score 6 points, and no player scores 2nd place points.

Move 223 also looks suspicious: no second place points were awarded. I'm pretty sure other players had oxygen stars before then, but I didn't check whether those stars still existed at the time the goal was scored.
