Clicked confirm and confirm turned grey. Clicked cancel and selected card to lay groundwork and issue repeated. Refreshed page and log shows card having been laid as groundwork twice. The card does not show twice, but it did cost 2 actions. I expect this will cause an issue when it comes to drawing cards and I will update the ticket after finishing my turn.
