After the three is played and no longer in limbo, it needs to be discarded.

Okay, I found it. This would happen with the Balanced Rules, when playing 7 One-Off and using one of those cards to Scuttle.
Code updated has been deployed. This should be fixed now.
For in-progress games that have a card left on the table this way, it should return to the top of the deck after the next player's turn.
