On page 4 of the rule book, at the bottom, it says that you have the option of waiting for turn order if you want to see what other players do on their turn before taking yours. The turn order starts with the player facing the structure resource tile. However it's not possible to wait as your timer will count down. I suggest a 'wait for turn order' button that will stop your timer until the players before you in this turn order confirm their turn.
