I want to play the card Lava Tube Settlement. I have the energy production it will lower, and the tile says to disregard regular city tile placement restrictions. Its description says to place a city tile on a volcanic area, similar to lava flows. Arsia Mons is available for a tile to be placed on it, but I am unable.

I clicked on the card to play it. Paying for the card with credits and/or steel does not change the error. I've tried waiting a turn or two, but it returns the same error.
