#113307: "Add "Toggle help/safe mode" button"

Some games on BGA, such as Federation, have a toggle you can click to enter "help/safe mode". If you click it, then any card you interact with will only display its card details and will not be picked as an action. I find this mode very helpful when playing on a mobile iOS interface and think that it would help people play on their phones.
