#105296: "Railroad Executive card on Sweden map"

Suggestion 61954 proposed that the Railroad Executive card should be able to be excluded via game options.

However, the Sweden map was added to the game after that point, and no such option exists to remove the card on the Sweden map. You're stuck with it.

It would be nice if this could be made consistent across all maps whose card decks contain an Executive.
