When a player reaches 1st a "Pope Hat", that player should be awarded the bonus. (other player could also win, but that is not important)
I jumped from position 18 to 24, and looks like the bonus was not awarded or a interface glitch does not show it as awarded.
I did not care to know if it was awarded (the logs should also improve to allow track of information) -
