Detailed description
• At which step of the game did the problem occurs (what was the current game instruction)?
Triggered a research action, but cannot build nor file (due to another Tier III gizmo).
Cannot pass either.• What happened when you try to do a game action (error message, game status bar message, ...)?

F5 did not solve the problem. I cannot pass the research.

There may be a genuine issue with how the research trigger interacts with passing. I will take a look at trying to reproduce. Thanks for including a screenshot

In games played after a certain time, players cannot perform certain operations (such as BUILD, FILE, etc.) and can only PICK. Pressing F5 to reorganize has no effect and the problem still exists.
